Possible explanations:

1. Pity the Greeks herding a cat.
2. It took the entire Greek army fail at making a cat go where they wanted.
3. After the Trojan Cat fiasco, the Greeks fired Felinius and gave Ulysses the job to try some different animal.
4. "In the belly of a "big cat" means a whole different thing than "In a Hollow Horse".
5. Someone said "Wait, it the EGYPTIANS who worship cats?
6. The Greek warriors refused to go in through a cat's butt.
7. Achilles's troops were called the Myrmadon (Myrmex are ants). But the chosen warriors were called the Mus (mice) and they said "no way in a cat".
8. The wooden cat kept walking off the platform.
9. When they tried to roll the cat toward the gate, it meowed a lot, defeating the stealthy approach.
